For an english essay: should a state restrict the use of technology for an individual if it improves his life? So is there ever a case in which technology can improve one's life but be detrimental for a state? Thanks!

The smart phone is a good example. The technology allows people to communicate socially and professionally from almost anywhere. This gives people the opportunity to be less restricted and improve one's lifestyle. On the flip side. It is becoming a disaster and debt to some families and state. Driving while using the phone is a huge expense to insurance, emergency, and medical services. Property and lives are being lost.
